Public Benefit
Our geographical area covered is England. Within England we currently operate in a number of areas that are usually defined by Local Authority boundaries. Within those areas there is no specific restriction to our services other than what is practical in terms of service delivery and contract requirements.
The charitable need that beneficiaries share is defined by the consequences of old age, disability and illness. Access to our services is not defined by any personal characteristics other than by having a disability or chronic and disabling illness or through being elderly.
Most of our services are operated on a 24 hour basis and there are no specific restrictions with regard to disabilities in buildings managed by Heritage Care as by nature all properties have to have disabled access and facilities. Many of our services are care and support services provided on an individual needs basis and may be over a 24 hour period or less. In this sense there are no specific opening times.
There is no condition of membership to receive services from Heritage Care. Eligibility is related to levels of care and support required and availability of beds, spaces or staff. Access to our services is either through statutory agency referrals or by direct contact to Heritage Care for services that are provided.
Trustees place no discretionary restriction on eligibility or access to services.
Our services are delivered on a charging basis. However, these are mainly to people who are in receipt of statutory benefits and/or funding through various statutory agencies. The levels of charges are within fee rates acceptable to the statutory agencies and affordable within the funding arrangements or statutory benefits received by the individual. Heritage Care has a policy limiting the number private payers. 81% of our older people’s residential services are based at Local Authority rates.
The majority of the people we provide services to are likely to be low income earners whose care and support is funded through statutory agencies either through individual or group funding arrangements. Many are unable to gain employment because of their disability or because they are frail elders who need high levels of care and support.
The full rate is mainly charged to everyone, although discounts are given to beds block purchased by statutory agencies such as Local Authorities.
